Hallo Jakob
Wenn du die Default-Installation von SuSE hast, laeuft bei dir wohl
sowas:
 FTP server (Version 6.5/OpenBSD, linux port 0.3.3)

Dann reicht es, die User, die in ihr Home gechangerooted werden sollen,
in /etc/ftpchroot einzutragen.
