I am by no means an ADB expert ... but are you sure?
I ask because I did in fact once succeed using ADB commands without
first enabling USB debugging, but this was on an older Samsung, don't
remember the Android version.

Of course I had to start the phone in recovery mode by holding and
pressing the button(s) specific to the device, if USB debugging in
Android cannot be used. Then with "adb devices" the device was shown and
the adb backup command should work (assuming adb pull, which might be
preferable, does not work). I'm pretty sure the dialogue asking whether
to accept an RSA key (required for USB debugging) was not necessary.

But my use case was different: I had to avoid using USB debugging to
fist unlock the bootloader with fastboot (called download mode on some
Samsung, if unlocking is at all possible). But why would recovery mode
*not* work without unlocking the bootloader? Again, I'm by far not an
ADB expert ...

Well, this is probably beyond the scope of the original question ...
and, as Christian suggested, it may be easier trying to repair the screen.
